Estimates Based On Land Security Function Of Land Requisition Compensation Standards

Nowadays, some drawbacks which exist in the land expropriation system, have increased the risks of farmers losing farmland and deprived their due security for sustainable livelihoods, such as the over extension of land expropriation which is beyond public advantage standard, low compensation which is unable to keep farmers’living standard, irrational compensation distribution and disordered management of compensation charge on land expropriation, few ways of settlement and employment difficulties for farmers, lacking social security system for farmers whose land are expropriated, etc.The breakthrough point of this paper is the transformation from relying on land security to social security which is the scientific connotations in cities and towns. Adopting academic and demonstrate method, a case research on Nanjing is done in which the function of social security is conveyed by land expropriation standard. Firstly, the estimation mechanism clarifies the involved items and time of commuted value during the transformation from land security to the social security system. Then an estimation model is build, which is based on the principles of guaranteeing the living standard of farmers losing farmlands no less than before, government dominance, and matching economic development. Last but not the least, the related data of Nanjing was integrated into the model and calculated. Compared with the current situation of the compensation standard and the social security system for landless farmers, the newly higher compensation standard based on the function of land security has good influence on emphasizing the primary responsibilities of government, guaranteeing the living and development rights of landless farmers, and improving the social security system.
