In the new knowledge-based economy era when the information technology have the rapid development and play an important role, the enterprise management environment facing great changes and it has entered the era of strategic management theme. Traditional performance evaluation focuses on the interests of stockholder, takes financial data as base and pays attention to the reflection of material assets and the result, therefore it is not capable and enough in a new economy era. Focus on enterprise business strategies, reflecting the interests of shareholders, taking into account the needs of stakeholders are more and more important in the future furious competition. This thesis begins with the review of foreign advanced theories on performance evaluation, then integrates with the relevant theory and methods of management, and have systematic research based on the strategic management and the core competitiveness.This thesis begins with the review of relative researches on performance evaluation, and then expounds the enterprise in 21 century. Further, the paper breaches the traditional enterprise goal-maximization of stockholder's value, introduces stakeholder theory, balance score card and EVA into performance evaluation, analyzes the relationship between strategy and performance. Based on it, from the view of sustainable development and with the guide of strategy, the paper establishes a comprehensive and harmonious performance evaluation from the financial performance, customer performance, the internal processes of performance, staff performance, supplier performance, the performance and the performance of six communities built a brand new including financial and non-financial indicators, qualitative indicators and quantitative targets, process indicators and outcome indicators, and multidimensional, based on the business strategy of the enterprise performance evaluation general framework. Because different enterprises have different characteristics and hence have a different strategy and strategic objectives, this article build enterprise performance evaluation indices based on the enterprise performance evaluation of the general framework, and elaborated from financial, customer, staff, the internal production processes, supplier, government and community perspective, in the hope that enterprises will be able to provide useful ideas for the enterprise performance evaluation and guidance.To illustrate the scientific and practical value of the evaluation system, this thesisapply the evaluation system on an oil enterprise, and drawn integrated enterprise performance evaluation results, and a brief analysis of the results of the evaluation, noting that the advantages and shortcomings of the existing enterprises.
