In the 21 Century , the rising of knowledge economy with the syncretizing ofcomputer, communication and other related technologies as its sign, has broken thetraditional economy boundary divided by national boundaries, and resourcesuperioties. Furthermore, it quickens the process of economic globalization andmarket integration increasingly. The development of information technology haschallenged the traditional management, meanwhile it has also pushed the change ofmanagement as well as the adaptation mode.Applications of modern information technology , such as web technology andMIS ,can solve the problem of information Dissymmetry in organizations. Somebottleneck management problems, such as rigidity and simplification of theorganizations' old operation flow can also be solved by reasonable planning ofinformation system to some extend, so that the application of IT can make wholeorganization more efficient . Constructing organizational MIS is not just a computerautomation process in general meaning , its application will certainly lead to theultimate changes of operation process, organization structure and personnelarrangement .This paper will focus on the change of organizational operation process caused bythe application of information techniques, case study is based on the MIS constructionand operation flow innovation of higher self-education branch of TianJin examinationinstitute. Firstly, this paper discusses the challenges and opportunities toward theorganization in the information ages;secondly , the paper introduces the relatedprocess of the organizational MIS construction by means of information technology;Finally , this paper contrasts new process with the old , and demonstrates theimpaction of the original process due to IT' intervention .This paper applies modern organization theory interlude by the study of real cases,in order to make the demonstration more complete and integrated.
