The Project Management And Its Application Survey In The Scientific Research Management

There exist such problems as macro regulation, the research input and themanagement of scientific researchers in the traditional management model. Thescientific research management is to meet the technological change and the challengeof international competition and be transformed into the new model. The projectmanagement, a new field advanced in recent years in management disciplines, isabout the theory and method of general management relating to all kinds of projects inthe current social activities. The project management insists that management is aprocess and the project goals can be achieved by planning, organizing, controlling andevaluating effects. It is necessary that these theories and methods be introduced andintensified to the scientific research Management.This paper probed into the project management in the scientific research bymeans of six management methods in the knowledge system of the projectmanagement. The project human resource management is used to plan, allocate,evaluate and encourage the human resource in the research, which contributes to theconstruction of high-performance research teams. The project scope management isused to define the range of research projects and control the change of the projectrange effectively. The project time management is used to rank the research activitiesof research projects, estimate the allotted time, make the project plan and conduct theplan control effectively. The project cost management is used to make the resourceplan, the cost estimation, the budget plan and the project control. The project qualitymanagement is used to make the plan of the project quality with both the projectoperation and material quality management of the project output, with the measuresfor the project quality guaranteed. The project risk management is used to improve theability of the managers' identifying and measuring the risk in order to control andhandle all risky incidents effectively in research projects and take effective measuresagainst risks. This paper analyzed the possibility of introducing the six projectmanagement methods into the research project management. The theory and themethod of projects management fit for the research projects management in Chinawere created. They have been applied into the scientific research projectsmanagement in colleges and universities in Tianjin to build the model of making plansfor scientific research projects in colleges and universities in Tianjin and introduce theimprovement system of scientific researches evaluation, which yields good results.The application of the project management into scientific research projects helpsthe research management department convert its traditional management concepts,which is favorable to disciplines intersecting and researches innovating andmanagement talents fostering. It also plays an important part in relieving the resourcetension of the government, preventing the waste and abuse of research funds andavoiding risks. It helps supervise, control the research project and improve the projectcompletion. The survey conducted in this paper provides the research managementdepartment with beneficial reference for conducting the reform and innovation in thescientific research management system.
