The theory of strategic human resource management (SHRM) appeared during the eightieth in the 20th century. In fact, it is a new thing, only developing less than thirty years. It needs a lot to perfect and develop. Even in the developed countries, the companies are exploring the rules of this theory. So SHRM was introduced into our country later. These years our government did much to reform and develop the state -owned enterprises. And these countries were improved greatly, especially in the human resource management.But many state - owned enterprises are still poor in SHRM. So to improve their competence in the whole world market and build their core ability, they need to strengthen their competence in human resource management at the level of stratagem,But how to start the SHRM through a new way and a new angel of view, and how to match the human resource and stratagem, and how to execute this theory in the companies well is an important problem. The purpose of this study is to analyze the reason, to find the internal relations and to solve this problem. On the other hand, through using for reference of the other countries advanced experience, we can excogitate a new system of SHRM which matches our stated-owned companies. This system includes three parts, the traction system basing on position redesigning, the restriction system basing on objective and the improvement system basing on ability.At the end, we use Industrial Equipment Installation Company of China Construction 8th Engineering Division as a sample. We build a TRI human resource management system for this company and validate this new system.
