Under the background of the economic globalization and china's membership of the WTO, cultural economy and its impact have become an essential part of overall strength of the country. In today's many developed countries, the cultural industry grows faster than traditional manufacturing, and meanwhile it become a national newly-emerging trade of mainstream; while in more and more developing countries, this cultural industry is reaching its new growth peak in the national economy. Chinese economic has been advancing at a high speed with a successful 20-year reform and opening; on the other hand, the industrialization of Chinese culture has been severely slowed down, which is not in line with the reputation of economic and cultural giant. It is more important that cultural trade doesn't only mean investment. It lies in not only the cultural identity and safety of its people. On the basis of the above and the theory of industry competitiveness, new trade theory and contemporary mainstream economics, this paper covers how to accelerate the industrialization of China's Movie and TV industry, how to enhance its international competitiveness and how to expand its export volume.Firstly, this paper presents the basic conception and characteristics of the movie and TV industry as well as its position in the world economy. Through generally accounting the history of development and present situation of the Movie and TV industry in both china and America, it analyzes the conditions and problems in the development of this field of China.Secondly, by employing the Groundings-Enterprises-Markets model (GEM model) of Mike Porter, the paper aims at analysis and evolution of the competitiveness of China's Movie and TV industry. we compared to the USA, France, south Korean, and India with China by analyzing such factors as demand state, financing system, relevant industry, industrial policy, legal system environment and export competitiveness. We came to the conclusion that China's demand state better than other country's, but other factors of competitive power had a widening gap between China and other countries. As well as weak tendency in the current situation of movie & TV Industry's international competitiveness in China, this paper also presents an analysis of the industry strategies to improve the movie & TV industry's international competitiveness.Thirdly, the major point in the research is to further study the development of Movie and TV service trade with the "new trade theories". In the first place, though China became a membership of the WTO, our Movie and TV service trade is confronted with both good opportunity and challenge. Then this paper analyses the reasons of that china's movie & TV service trade perches the inferior position in international trade situation by using some theories such as economy of scale, oligopoly, trade inside industry, cultural dumping, and discount of culture. And overallcome into the conclusion of how to realize our export strategy which makes our country a Movie and TV service trade from adverse balance of trade to trade balance, and turn into an exporting giant of the world in the present situation.
