With the economic growth, the rise of household income and the development of modernized transport infrastructure since the 1960s, tourism evolves steadily and is seen as a "new growth engine" of national economy and a "key industry". Now tourism sector is increasingly one of emerging industries with the most promising prospect and largest scale throughout the globe. China's tourism starts relatively later in the world, but it develops from scratch and progressively becomes an independent industry which begins to take shapes over just 30 years. Anhui, an middle east underdeveloped region in China, boasts vast high-quality tourist resources. How to turn its excellent tourist resources into advantages, attract more foreign and domestic tourists into it, increase the added value of its tourist trade, make its tourist business developed and stronger, and enhance its tourist trade's competitiveness becomes a major concern for driving Anhui to make great leaps.Based on the Comparative Advantage Theory and Industrial Competitiveness Theory, the paper analyzes the status quo of the development of Anhui Province's tourist service and trade, combines the theoretical analysis and the positive analysis, evaluates the international competitiveness of Anhui Province's tourist trade through using quantitative comparative advantage index, RCA index, market shares, export growth index and etc. It also carries out the positive analysis of variables such as foreign exchange earnings from tourism and the number of foreign tourists, and identifies the differences between Anhui and other areas in China using analyzing ways of quick cluster. Linked to actual situations in Anhui Province, it identifies four factors which influence the province's tourist trade development, does the analysis of regression model and examines relations between them. Finally, based on conclusions drawn from the above analysis, it comes up with ideas for boosting the competitiveness of the province's tourist service and trade on both a macro and a micro level. On a macro level, the importance of government leadership and industry associations should be strengthened; fiscal, financial, industrial etc. sponsorship should be increased to provide a basis for making the province's tourist trade larger, stronger, and more intensive; infrastructure construction should continue to be reinforced, and the industrial chain of tourist service and trade should be extended; low-carbohydrate tourism should be promoted, and the sustainable development of the competitiveness of the tourist trade should be preserved. On a microscopic level, food, housing, transportation, travel, shopping, entertainment and other sectors, the industrial chain of tourist service should be extended, the province's international tourist market should take opportunities created by Shanghai Expo to expand its scale, high-quality tourist routes to Shanghai and Hangzhou should be created, the international cooperation with Southeast Asia International Traveling Organization should be strengthened, tourist routes and products should be developed; the development of tourist products should be promoted, and the rationality of tourist consumption should be increased; brand image should be promoted through using modern media publicity, the southern Anhui international travel culture pilot area should be built; the training of professional talents should be strengthened, the level of tourist service should be heightened; innovation in tourist business should be encouraged, and so on.At present, studies on the competitiveness focus more on the primary industry and the secondary industry, analysis of the competitiveness of tourist service and trade is scant, and domestic specialized studies on that is even fewer, so the specialized theoretical system of tourist service and trade hasn't been formed. Therefore, based on comparative advantages, the paper uses theories on industrial competitiveness to analyze Anhui province's tourist service and trade, builds related index systems and performs the analysis of regression model, to try to assess Anhui province's tourist service and trade, which aims to help boost the competitiveness of service and trade in theory and practice.
