This paper put forward some problems of human resource management in the process of the assistant enterprise reform and separated from major state-owned enterprise. And through the way of sampling investigation, analyses and elaborate the fetch up reason using the theory of human resources management, strategy management, organization behavior and the policy of assistant divided from major enterprise, then give a solution of it. Those problems include: It is serious that enterprise talent run off in reform process; enterprise employees enthusiasm is not been high and is negative to conflict because inapprehension alter policy; Employees is thorough pessimistic disappointment to enter market because no confidence and the market adaptability difference; Between employee and employee as well as between employee and enterprise produce contradiction very easily etc. Then have put forward the method to resolve through organize innovation; reengineering production; carry out people disposition reasonably; Establish good professional program for employee; make bright development prospect for assistant enterprise; reserve crucial talent; Offer to motivation mechanism; Contact with employee positively, let employee and enterprise reform goal consistent; Offer good outside environment for alter enterprise; Found group team type enterprise culture; give training and education for employee and so on.This paper takes an example of reform operation method to certificate and explanation at the same time. They are very pay attention employee participate and contact in the alter system process design of THE SECOND RAILWAY SURVEYING AND DESIGNING INSTITUTE.
