CD Institute of Surveying & Inveatigation was established in 1952. This Institute is mainly engaged in the planning,construction and management of city and the survey of basic geographic information.The CD institute of survey and investigation has the strong technical force in the planning,construction and management of city domain, and good prestige of products in domestic and national markets as well. In recent years, our country attached great importance to the in the construction of city; the CD institute of survey and investigation receives the policy supports vigorously, and is facing the significant development opportunity. But on the other hand, the CD institute of survey and investigation’s human resources management still has to face many problems, which will have the adverse effect in its future development.As a usual manenger in CD Institute of Surveying & Inveatigation, the author has found many problems human in resources management, inoder to solve those problems and make this institute developed well in future,the author use human resources management theory to analyze the problem of human resources management. The article is devided into five chapters, the main contens of which are as follows:Chapter one is human resources management outline. The main purpose of this chapter is to give a theoretical basis and support, in order to make a further and comprehensive analysis on human resources management system of CD institute of survey and investigation.Chapter two mainly about the CD institute of survey and investigation’s background. It carries out the actual situation and the main questions on human resources management system’s functional activity. Chapter three is about CD institute of survey and investigation’s human resources management analysis. The content of this chapter is about the human resources management of the external environment, internal conditions which are analyzed separately.And then the auctor use SWOT analysis to make a deeper analysis of the human resources management issues of CD institute of survey and investigation.Chapter four is mainly about CD institute of survey and investigation’s human resources strategy analysis.Chapter five is mainly about the corresponding recommendations for improving the human resources management involved in the article, especially on the personnel employment recruitment, training, incentives and the enterprise culture constructs etc.As a result, for the consideration of the author’s limited academic level, and the limitation of field of eyes, and many other reasons, the suggestions and proposed plans in this article should be made the further confirmation and improvement by the practice, therefore mistakes and oversights is unavoidable, which requires earnestly tutors and other readers to point out and give some suggestions.
