At present, the foremost social challenge is that from the pressure of increasing the efficiency of productivity, which is a challenge not only for enterprises but for the whole society as well, and Business Process Reengineering (BPR) is generally thought to be an optimal choice to succeed in meeting the challenge. It has been proved by practice that BPR has important positive effect in increasing the power in competition, and its theory has been enriched and polished in the practices, and it made a good example for public sectors—especially government reengineering. BPR has become a natural trend for reengineering government, and it is a strategic choice in further optimizing the process of service, predigestion of procedures, improving the inner coordination and enhance the quality of public service.This paper provided direct theoretical resources for Process Reengineering in Public Sectors through presentation of the basic concepts and detailed contents of this approach; and provided theoretical (and methodological )support for Process Reengineering in Public through a survey of Reengineering Government in modern societies; and the inner and outer environment change and the defect of traditional bureaucracy made it an urgent need. Based on this, this paper described the basic contents of Process Reengineering in Public Sectors through process trait analysis, and constructed the theoretical system of Process Reengineering in Public Sectors. What followed is the example of process reengineering in public service in Chengdu,in which a basic frame and its effects in Process Reengineering in Public Sectors were detailed which disclosed the feasibility and essentiality in public institutions. To concluded, this paper analyzed the major difficulties and obstacles of process reengineering in current social structures, which offered a useful reference for the process reengineering in public sectors, based on the theory and practice analyzed.
