Our country is one of developing countries, a big agricultural country. The agricultural is very important in China, and we will meet much difficulty after China entry WTO. The agriculture insurance can accelerate developing of Chinese agriculture. And it is good policy that it was approved by WTO for protecting Chinese agriculture. We have recovered agriculture insurance since 1970s, but the agriculture insurance is far more unfit for agriculture's development. So we must build a new over-country agricultural insurance system to fit agricultural development of China.We should do much work for building insurance system in our country. The first, we must recognize the work of agriculture insurance of our country for finding the reason of the difficulty of Chinese agriculture insurance. Secondly, we must explore a new way to build the new agriculture insurance system by analyzing the agriculture insurance system of some developed countries, i.e. American, Japan and France.The agriculture is the primary industry, the basic industry and the key aspect of Chinese economy. The agriculture insurance is mainly to protect agriculture; it should develop the agricultural economy and satisfy the farmer. The agriculture insurance is not business insurance for achieving profit, and it should be fit for the country's polices.The agriculture insurance that will give serves to agriculture. So the agriculture must be regarded as the policy insurance for building new agriculture system.Because China is very large, it has many differences in different regions, i.e. geography, weather and environment; the economy and agricultural economy develop unbalance in everywhere. Many areas have explored the fitted agriculture insurance system, and some succeeded.We must build kind of agricultural insurance operational subjects from the fact to become the agricultural insurance system which is fit our country, so we can meet the demands of our country's agricultural insurance.Some parts as next must be included in our new agriculture system. First is national agriculture insurance work commission. The second is a over-country agriculture reinsurance company. Third are different types insurance companies under the local governments.We must set up and perfect some aspects about agriculture insurance for Chinese agricultural development when we build new agriculture insurance model. We should build a reasonable agricultural finance system, breed country insurance market, establish agriculture risk fund, build the law of the agriculture insurance and raise many expert of the agriculture insurance.
