A Study On Fiscal Support For Policy Agricultural Insurance Of Chengdu

As an important way to stabilize income of the farmers, policy agricultural insurance would have a decisive function in promoting the quantity and quality of agricultural production, solving rural finance failure and improving the system of agricultural modernization. In this situation, government play the role of pulling and guiding to achieve the effective connection between policy agricultural insurance and agricultural development of Chengdu,which has become the key factors in determining the success of agricultural modernization of Chengdu. In the new round of policy agriculture insurance trial, Chengdu starts policy agricultural insurance in2007.Based on the present situation of policy agricultural insurance of Chengdu, this paper studies the subject from the perspective of fiscal support policy agricultural insurance of Chengdu.Firstly, this article introduces the significance of this study, briefly describes the related domestic and foreign research. Secondly, from the perspective of economics, this paper proves that the fiscal support is a necessary condition for the development of policy agricultural insurance of Chengdu. Thirdly, on the basis of description on the actual conditions of policy agricultural insurance of Chengdu, this paper analyzes the present situation about fiscal support for the development of policy agricultural insurance of Chengdu. Furthermore, this paper analyzes the characteristics, unsettled issues as well as the cause of these issues, and summarizes the fiscal supports policy about America, Japan, Mauritius, Shanghai and Beijing, and then achieves the revelation to develop the agricultural insurance business about Chengdu. At last, from the policy objectives, organizational structure, roles orientation and the scope, methods and intensity of support, performance evaluation and supervision, this paper put forward a conception regarding the framework of fiscal support for Policy Agricultural Insurance of Chengdu.
