Personal performance management in Xi'an Datang (Xi'an Datang Telecom Corporation ) is the object of research in this paper. The research focuses on the work of establishing personal performance goals, tracing and directing personal performance, appraising personal performance, making use of appraisal results in Xi'an Datang. Then the problems in performance management are summed up. The problems are that financial index are overemphasized, basic work for performance appraisal is not fine, appraisal results are not effectively used, and so on. The above problems are analyzed by using BSC, learning organization, equity theory, hierarchy of needs theory, etc. On the basis of the aforesaid analysis an improvement project for personal performance management is designed. The project includes many parts, such as building a all-sided goal system, training managers, meliorating appraisal rules for work outcome and work behavior, strengthening management in basic data for appraisal, diversifying the application of appraisal results. Finally all the above-mentioned aspects of work in performance management are effectively integrated to enhance the level of performance management in Xi'an Datang.In this paper investigation and contrast are main methods to make the research, which lays solid foundation for the improvement of personal performance management in Xi' an Datang. As an innovation, R&D employee performance appraisal system based on weekly reports is designed in this paper.This paper will play a great role in improving personal performance management constantly to enhance core competition power of Xi'an Datang. And this paper can be a reference for many other telecom product manufacturers and enterprises in IT industry.
