The private SMEs in China have contributed a lot to the development of Chinese economy, and have been important parts of Chinese economy. But with entry in WTO, globalization and continuous reform, the private SMEs face a lot of challenges. Shortage of human resource management ability is one of them. The development of the private SMEs has been blocked by shortage of human resource management. The reason is that the character of the private SMEs restricted the human resource management. It is an important topic for the private SMEs to build human resource management system basing on the basic system of human resource management.The purpose of this paper is to research the basic system of human resource management. Using theoretical and typical case research, this paper aims to fins something useful in building the basic system of human resource management for the private SMEs.This paper researched the HC Company, a typical private SME, to discover the basic system of human resource management. This paper first analyzed the importance of building the basic system of human resource management in the private SMEs, and pointed out that the basic system of human resource management included organization structure, job analysis, KPI and job evaluation. Second, this paper analyzed the fact of the HC Company, especially the human resource management. Third, designs the new organization structure, job analysis, KPI and job evaluation. At last, concluded the research and discussed the future research.
