The impact of religion on the people's mental cannot be ignored when research the employment of the western minority areas. Usually, religion is considered to have the function of consoling the minority nationality people who live in hard environment and lack in substance badly. The minority nationality people rely on the religious ceremony and groups. Though the western minority areas are poor, they have the strong pull strength rather than push strength for the local people. On the other hand, the western minority areas are dropped behind in education and science, the labors there usually have lower quality, the place settings are been obstructed, the traffic and communication are not convenient there, the Han nationality people are not willingly to employ the minority nationality people and the western minority nationality people can hardly offer the cost of moving to other better places for obtaining employment. All these prohibit the western minority nationality people from moving to other places for obtaining employment. That is to say, the better condition places have strong push strength rather than pull strength for the western minority nationality people. On the co-action of the reversed pull and reversed push strengths which are quite different from the pull and push strength in the "push and pull theory", it is hard for the western minority nationality people to obtain employment by moving to better condition places, while it is suitable for them to create localized employment opportunities by utilizing the local natural resources and minority nationality culture resources well.This thesis studied the geography, economy, population and the employment puzzledom of the western minority areas, analyzed the "reversed pull - reversed push" strength of moving for obtain employment for the western minority nationality labors, then drew a conclusion that creating localized employment opportunities can be used as a effective measure in resolving the employment puzzledom of the western minority nationality. And the Theory of Religious Mental Consolation and Human Capital Theory can also sustain the point of view.At last, this thesis also put forward the ways and means to achieve the localized employment in the western minority areas, they are: removing the conservative and unenlightened values of the western minority nationality people; improving the education conditions and the quality of them; enhancing the construction of infrastructural facilities; rationalizing the industrial structure; developing the locally characteristic economy, developing tourism in a big way; building the western minority areas as "the third community" which is not the same as village community or urban community; quicken the small town construction; taking good use of the wide land there for economic benefit; building "new third line" areas, and taking long-term transmigrant policy and so on.
