Characteristics Of Industrial Development Of China's Western Border Regions

From the history of the evolution of the Western Economics, the geographic differences and division of labor in commodity production, which is the basis for international (inter-district) trade, are practically derived from the seeds of capitalism, theoretically derived from Smith's theory of Absolute Advantage. Since then, within the development of large-scale socialized production, market-based resource allocation model was expanding in global. On the one hand, the expansion promoted the liberalization of trade between countries (regions); on the other hand, the discussion was escalated to Comparative Advantage, Factor Endowment Theory, the Flying-geese Model and so on. Finding and developing the industries which had regional advantages have had become an important trend of economic development.In China, since the reform and opening up, the socialistic marketing economical system has been gradually establishing. China actively participates in the international trade and regional economic integration, and the rationalization of industrial structure in the domestic inter-regional, which are reflecting the practice of geographical division of labor and regional trade theory. All of these guide and promote the formation and improvement "characteristic industries" theory, which is becoming an important part of the development trajectory of the economics theory. Meanwhile, the selection and development of characteristic industries in the region have become an inevitable choice of the economic development.At present, the characteristic industries of Chinese western border region have complex infrastructure of geography environment, especially in the background, current situation and future development lacking of power. On the one hand, the region has the base of natural resources and foreign trade to develop special characteristic industries; on the other hand, the weak economic foundation hinders the restructuring of industries. Therefore, the selection and forward of the characteristic industries become the support and protection of economy development and overall strength improvement.This article follows the research ideas, theory paving the way-qualitative discussion-quantitative analysis-conclusions and recommendations. From the basic concepts, the impact factors and theoretical origin of the characteristic industry, it defines the scope of the study and establishes the index system, proposes selection mode of the western border regions characteristic industries-the combination of qualitative selection and empirical evaluation. First of all, the article researches the resource structure, the level of economic development, industrialization stage, and gives the approximate selection of characteristic industries of the six provinces in the western border region, as the basis of comprehensive analysis. Second, with SPSS principal component analysis, combined with related data, the article establishes a reasonable and effective provincial integrated scoring system, which scores and sorts all the52industries in the six provinces of the western border as a study reference. Third, combined with the conclusions of qualitative analysis and empirical research, the article concludes that a higher composite score industries with regional characteristic should be expanded for the key investment industries, the industries with regional characteristic while got lower score should be nurtured for the important support ones, and the higher score industries without regional characteristic should be consolidated as the stable development of industries.The article puts forward to build the policy system of the characteristic industries in western border region-fiscal policy, monetary policy, industrial policy, foreign trade policy and so on, and proposes the promoter to cultivate, adjustment, upgrade and optimize the characteristic industries of the western border region.
