| This article mainly studies on the strategy for agricultural industrialization development of Jinan. It explains the concept, significant, and character of agricultural industrialization, combining with the actual situation of agricultural industrialization of Jinan, analyzes the main factors which promoting the agricultural industrialization development of Jinan, the different successful industry development patterns, the related constraints for the agricultural industrialization development, and puts forward the policy suggestion and future program of Jinan. The main conclusions:1.Jinan should improve the demonstrative and driving function of "Qudi pattern, Wanxin pattern and Mintian pattern", the three kind of industrial patterns, and extend the special pattern into ordinary pattern.2.According to the principle of choosing leading industry, the demonstration analysis with the integrated advantage index is used to analyze the agricultural production of Jinan city and the suburb areas. The study on the leading industry of Jinan shows that the stockbreeding industry and vegetable growing should be emphases developed as the current industries in Jinan.On the one hand, it should conduct regional advantage adjustment depending on two predominant industries. It should promote the stockbreeding at the both sides of the Yellow River and the highways; the forest and fruits in southern mountain areas; high yield foodstuff industry and vegetable growing industry on dependency land in Jiyang, Shanghe, Zhangqiu, Pingyin and the near areas with good soil condition and excellent infrastructure.On the other hand, it should be adjusted according to the processing increment. It should promote food industry mainly includes foodstuff, stockbreeding and vegetable processing; extend biological application technology, engineering food technology, advanced fresh, deepfreeze, dryness and carrying and transporting techniques; and make the traditional food modernization, modern foods caleintegration, food industry intensive, and trading-industry-agriculture incorporation.3.Through the study on the manners of farmers' participating in the agricultural industrialization, it is shown that the leading private industrialization enterprises should be developed positively, and the agency organizations base on institutions and cooperation should be supported especially to improve the advantage and energy of the agricultural industrialization management.4.Transfer the governmental function to enhance the leading function during the progress of agricultural industrialization development. (l)Making relative polices to protect the benefits of the leading enterprises and the farmers, and emphasizing the leading behavior of enterprises in market. (2)The government should enhance the integrated services and coordinating function, clean up the old institutional handicap, weaken the departmental barriers and management responsibility, break the limit of different trade field, and tend towards to the integrative services and management. (3)As to the agricultural industrialization, the governmental controlling functions include financial, credit, revenue aspects and so on.(4)Conducting quality inspecting and supervising for the enterprises of all productive steps, and leading enterprises to carry out criterion production with the bases together. |
