On Evaluating Technological Innovation Performance Of The Jilin Province Leading Enterprises For Agricultural Industrialization

Agricultural industrialization leading enterprises as the leader of agricultural industrialization, has a strong build-up and driving force, which play an important role in making farmers well-off and bringing rural economic forward in the new period of China on the"three rural"issue. The leading enterprises for agricultural industrializa- tion in Jilin Province develop fast, and the agricultural product processing industry has become one of the four pillar industries in Jilin Province. Due to the development of enterprises mostly driven by technological innovation, we urgently wonder how is the state of technological innovation of the agricultural industrialization leading enterprises in Jilin and which way to take to implement technological innovation activities.This paper aims at evaluating technological innovation performance of the agriculture industrialization leading enterprises in Jilin Province, to help enterprises understand their technology innovation efficiency, find out and identify the advantages and disadvantages during implementing technological innovation activities. By means of it, enterprises could develop targeted strategies of technology innovative, implement innovation activities, avoid the risk of innovation and improve profitability and market competitiveness ultimately. At present, the research on technological innovation performance of agricultural industrialization leading enterprises is still relatively rare in China, and for this reason there is the need to study this area.Firstly, this paper reviews the situation of technological innovation of agricultural industrialization leading enterprises and appraisal for technological innovation performance, and then analyzes the points and ways of appraisal for technological innovation performance. Lastly it brings forward the contents, methods and routes of the paper . The following are the main contents and conclusions:(1)Analyzing technical innovation process of agricultural industrialization leading enterprises, and constructing the technology innovation"three forces"model for agricultural industrialization leading enterprises: technological innovation activities of enterprises as the main force, is driven by driving force of technological innovation, braking force of technological innovation and impelling force of technological innovation. And the synthesis of the three forces promotes leading enterprise technology innovation activities. On the basis of the model, the paper constructs the initial indicators of appraisal for technology innovation performance, which include input indicators: the proportion of R&D personnel, the ratio of R&D fund, the original value of equipment used for research, the ratio of the training fund; output indicators include: the number of technology and patent, the proportion of sales of new products, new product sales rate, the number of led farmers.(2) Using DEA methods on 20 leading enterprises in Jilin province to evaluate the performance of technological innovation. First, through the relevant test, the paper confirms the truth that the exaltation of the technology innovation efficiency of agricultural industrialization leading enterprises and the improvement of the number of led farmers are not positive, and removes the output indicator—the number of led farmers. As well as, the paper shows that the input indicator—the proportion of R&D and the output indicator—the new product sales rate have the greatest impact on technological innovation performance through sensitivity analysis.(3)Through analyzing comprehensive technical efficiency, pure technical efficiency and scale efficiency, there are six sample enterprises which is the DEA efficient, but the overall efficiency is lower, and the sample enterprises is still low level of input and output. The remaining 14 sample enterprises are in the state of scale expansion, which indicates that if these enterprises need to increase investment, expand the scale, and strengthen the investment management, they could increase their output efficiency. At last, the paper proposes solutions for enterprises which is the DEA ineffective by projection analysis.(4)Taking Jilin Aodong Pharmaceutical Group Co. Ltd. for example, the paper analyzes its pattern of technological innovation, to share its successful innovative line .
