"When a new element is imported into an old environment, what we will get is not an old environment with a new element, but a brand new environment." The same is the new media which is based on digital technology. People's study, life, work and entertainment are changed and a brand new living space ---a society in which the symbolic internet and hominine internet coexist complexly is constructed as the new media rise abruptly. As the reality shows, when the new media is bringing the progressive forces like modern civilization to the society, the transmitting environment with a high degree of freedom is testing the moral integrity of the colony who is using it at the same time. As a result, some moral disordered phenomena such as the lack of self-discipline, the delay of heteronomy are followed by rapidly. The problems such as the phoniness, safety, pollution, intellectual property, cultural unbalance, technological hegemony are mingled together to cause an "ecological crisis" of the new media's dissemination environment. So a deep academic research into the moral problems we meet when broadcast the new media and putting forward a strategy to cope with them is of great importance.This article is mainly divided into three parts:(1) Start from the great influence on the social economy, politics, culture, public value and ethical morality and the huge transform to the traditional dissemination system as the new media's rising sharply, through analyzing the relative concepts such as social psychological factor, the moral mechanism which effects the human's transmission, the social function of transmitting the ethic, bring about the issue of building transmission under the field of the new media. (2) Through researching and analyzing the large numbers of conflicts between advanced new media and communicating dissimilation, the high level of freedom of the transmission of the new media and the dissymmetry of responsibility, the information saturation of the new media and the lack of public trust. Draw the conclusion that the causes of demonstrating the morality of the new media are the four key problems:the zooming of the characteristics of the new media's subject, the technology's development and transmission characteristic are becoming the attractive factors, the lack of the legal criterion when the new media is transmitting, the implantation and changing of the real social moral problems. Then put forward the problems which must be solved quickly. (3) In the aspects of searching for countermeasures, through the studying of some ethnics monograph, the article sums up the main ways to construct the ethical morality of the new media. Start from the background of building a harmonious society in China, quoting the relevant norms of ethics theory, constructing the framework of the new media communication system of ethics theory. Then establish the basic principles of the ethical system based on it. In some specific operating conditions, the article integrating the scholars'researching achievements both from china and foreign countries combines the current condition of the legislation and the exploration to the criterion, adds up more new solutions, and puts forward some reasonable advice to construct the morality of the new media's transmission. In the aspect of innovation, when choosing the mode of constructing the morality of the new media's transmission, the article pay more attention to the connection of heteronomy and self-discipline, the both sides of the system mode and education mode. The article not only put forward the advice to establish and strengthen the law and regulations, but also advises to popularize the virtue education, public accomplishment education of media step by step, in order to let the large numbers of disseminators and the recipients get to a condition of internalization spontaneously.
