With the development of education reform, people have more expectation for teachers. How to train excellent teachers for the new century, has become one of the important issues for the national education department and all kinds of schools. The training program for educational technology in China is meaningful since the new curriculum reform and the rural distance project are being promoted forcefully in China. The core of the curriculum reform is to promote the creativity, that is, to offer the young people a lively, vibrant, active development. Hence, the means of teaching and studying have to be changed, and the application of educational technology is an effective way to achieve this aim. In addition, the integration of information technology and the teaching of each project is a necessity for the application of curriculum reform, but also the relevant information technology and the integrative theories, modes, and methods are its main content. Therefore, the educational technology training programs help to improve the abilities of teachers in elementary and middle schools, which acts as a urgent requirement of the current secondary education. The core of distance education in rural areas aims to share the quality educational resources, so that the young people in rural and poor areas can receive a better education. And the educational technology is a most important and effective means.Educated training is to enhance capacity building of teachers an effective way. Currently the majority of teacher training methods in order to face to face. But as the difference of the section and the difference of the subject, so there is a problem on the time. As the limit of training time which will result a lack of communication after the training, therefor the capacity of the teachers do not to improve in future. As the training the number of constraints, there will be lack of training resources. Therefore, it is important go get in an interactive platform in the Teacher Education training. The thesis is mainly on the study of the curriculum design and development of Moodle platform and its environment. During the whole process, the thesis offers a detailed description of the functions and characters of Moodle platform, and gives a direction about how to use it. In the first chapter, the Moodle platform is defined, the background of the Moodle platform;and the significance on studying the Moodle platform. In the second chapter, the methods to install it is included and the softwares and the steps which is needed. In the third chapter, the concept of education is included, that is led and trained. And brief description of the characteristics of lead-based training and remote training in its advantages. In the forth and fifth chapters, an introduction on how to develop a course and how to manage teaching. And the last chapter describes the research results on the Moodle platform and the application of the results.Until Sep.2010, the Moodle platform of education in Changchun has finished three trainings on elementary and middle school teachers about the primary, intermediate, and advanced educational technologies. Besides, the Moodle platform of Changchun Educational College has already realized academic training and the micro-class demonstration on 13 majors. In the future, the Moodle platform is going to realize the training of the school principals, the training of mental health of elementary and middle school teachers and so on.
