An equipment maintenance and failure processing system is very important in the modern equipment support system. It plays a role in the information management, digital detection, long-distance maintenance. It also provides the intelligent testing for weapon equipments, intelligent fault diagnosis, intelligent and high-speed repair and other functions.In this paper, the author analyzes the problems that exist in equipment repairing and the urgency of equipment repairing reform nowadays and in future, based on the military practical experience. Using the mainstream software developed techniques and tools,the author designs and implements EMFS (Equipment Maintenance and Failure Processing System) for the equipment maintenance of one military department.At first, the paper expounds the background of the development and research of the subject, discusses the current applications and directions of development, and elaborates on the relative theories of development technology and tools for EMFS. In accordance with the general steps and methods of Software Engineering, it mainly engaged in system requirements analysis, outline and module design, functions implementation and test, and completed establishment three sub-systems, including Reparing Mangement Service sub-system, Assistant Fault Diagnosis sub-system, and Wartime Fault Declaring sub-system.Reparing Mangement Service sub-system achieves the general functions of EMFS oriented to the comprehensive management staff of equipments. It has eight modules to implement the functions of system login control, department information management, equipment information management, equipment maintenance management, supplies repairing management, equipment data management,fault information receicving management and system management.Assistant Fault Diagnosis sub-system is based on the expert system development PAID4.0. We have built Equipment Fault Information knowledge base and desgined the functions of intelligent query and diagnosis, thus helped the quick positioning of the fault and contributed to the judgement accuracy and repairing intelligence.Wartime Fault Declaring during is designed to meet the requirement of timely advertisement and processing of equipment failures during wartime and at the battlefield. Under the conditions without wired and fixed network infrastructure, it takes advantage of the mobile ad hoc network (MANET) formed by the working equipments and the routing and transport protocols, and uses the self-designed wartime fault declaring protocol that fits the wartime environments and MANET features to transfer the fault information and running staus to the command place or reparing center. The sub-system can provide timely and useful information for the quick reparing and equipents management, and the procedure of application layer protocols, Message formats and implementation details are well described.The results of tests and the initial running demonstrates that EMFS has rich functions and good performance. It meets the needs of basic equipment repairing management, and is feasible for future extension..
