Therefore, reducing the costs of raw material is the key to improving the economic efficiency of enterprises.In this paper, on the basis of business-analyzing and demand-analyzing of materials procurement of petrochemical enterprises, on the basis of learning software development technology related to the materials procurement, the Materials Purchasing System had been developed. As the most important part of the Materials Management Information System, the Materials Purchasing System has the functions of creating procurement plan, querying procurement plan, varying procurement plan and drafting procurement contract.In the design and development process of the application, multiple technologies have been used. It includes object-oriented analysis and design technology, WEB technology, component programming, database technology, XML technology and MVC idea.The application have played an important role on reducing procurement costs, increasing transparency of procurement, raising the level of management and Improving work efficiency. At the same time, there are some problems. For example, it can't very well coordinate with the existing systems of the contract application and the financial application.
