Along with several decades of development, the traditional PLC has been widely utilized in the industrial control area. However, the traditional PLC is not capable to the higher requirements due to its enclosed system architecture and slow technology innovation in pace with the rapid development of the computer technology and the advent of internet era during the recent years. In order to solve these questions, programmable automatic controller (PAC) is introduced as the next version of PLC. PAC is the one of the research focus in the field of international automation, which is a kind of control system with the functions of I/O styles, logic and motion supporting. It is a common development platform, which meets the need of a multi-domain automation system design and integration.PAC is a complete embedded system which is composed with the integrated software platform and the open modular structure based hardware platform. A programmable automatic controller was designed based on the embedded uCLinux according to the requirements and characteristics of the PAC in this study. The Nios II soft core processor was adopted as the CPU of this controller, and the embedded uCLinux was utilized as the operating system. System On a Programmable Chip (SOPC) technology was applied as well. The soft was used by blue-sky CNC system of the soft PLC.The evolution and characteristics of the PAC was described in the beginning of this paper, and the method of the hardware and software co-design was also explained. In this paper, the embedded uCLinux operating system, Nios II processor, custom peripherals, custom peripheral drivers and PAC software design of the designed PAC were detailed reported. Finally, the experimental platform was set up based on the designed Bus I/O control unit by the blue-sky CNC. The work was verified via the tests of the instruction speed, performance and stability on the PAC system following the experimental procedure.
