Network public opinion is the influence views what public openly express in public affairs through net. With the development of science and technology, and the net spread rapidly, the number of net users sharp increases. Internet penetrates in every space of people's daily life and the network public opinion has become an important channel for understanding people's feelings. Recent years, the network events take place frequency, and it spark thinking of network public opinion`s power. The expression and guidance of network public opinion has become a hot research topic. Our country and abroad have all emerged many research of this content. Studies most be done from sociology, psychology, communication and other point of views.The research of the network public opinion in china began in the mid-1990s of the 20th century, and it mainly concentrates in these following aspects : the mechanism of formation and rules about network public opinion, the development and social impact of network public opinion, the supervision and guidance of network public opinion, the relationship between network public opinion and national image ,security and so on, the relationship between network public opinion and social, economic and political, the relationship between network public opinion and building a harmonious society, case study of network public opinion and so on.This article starts from the formation of network public opinion. The first chapter first express the origin of network hot events. The net public opinion divided into horizontal and vertical transmission in accordance with the different directions. By using propagation effect theory such as public opinion wave, opinion leader and so on, we can make a systematic interpretation about network public opinion's generation and dissemination. Through the different expressions of network public opinion, it can be divided into instant messaging tools, virtual communities, and other types. Then we take these types compared with traditional media respectively, so that we can summarize their own characteristics. The second chapter mainly talks about the impact network public opinion makes on society. Just like everything has two sides, network public opinion meet audience's needs, oversee the society, and do good to national decision-making and safety management, at the same time it bring much negative news, serious extreme tendency, internet users'blindly follow and so on. The third chapter gives some suggestions based on analyze the guidance's effect and importance of network public opinion, and the difficulties we are facing, such as strengthen the building of the mainstream media's site, research on users'mind, improve laws and regulations, and so on. The government guidance of public opinion is the important part.This paper adopts the combination of qualitative and quantitative methods to do the research about the expression and guidance of network public opinion. First, use documents'research. On the base of looking up the existing literature, make sure the current research situation, and complete the description of the conceptual problem. Then use the case study method to analyze some hot current events, and discussion on the effect of network opinion on the community. Finally use the experience's summary method to integrate the results of previous studies, complete the deficiencies, and give some suggestions on Public opinion on how to carry out the guidance of network public opinion to ensure the positive effect that network public opinion makes in our socialist construction.
