Customizable Administration Approval System Design & Implementation

Administrative examination and approval is one of the government's principal administrative affairs. With government transforming to service-oriented government, the social demand for efficiency and transparency of government administration gradually increased, which also is the main purpose of deepening the reform of administrative examination and approval system in government departments at all levels. The original manual approval system was arbitrary, inefficient and lack of supervision, completely unable to satisfy the need of deepening the reform of administrative approval system. The decentralized approval systems of various departments do not have uniform data standards, and this is not conducive to the work of supervisory departments. Similarly, such serious drawbacks as different functions of various systems and repeating investments and so on can't meet the demand of administrative approval system reform.The design of general administrative examination and approval system in this paper will enable "one-stop" electronic approval. It adopts advanced information technology and administrative philosophy to build efficient, safe and reliable "one stop" electronic approval system and fundamental platform with normal standards, unified entrance and perfect function. It draws on workflow technology, forms customization technology, Web Services technology to achieve customizable and flexible of administrative examination and approval system as well as integrating information resources, streamlining public service program, optimizing business processes and improving administrative efficiency. Thus, it can promote e-government and administration according to law, optimize administration, improve administrative efficiency and improve public satisfaction.This paper is divided into five parts. In the first part, through the analysis of e-government development at home and abroad and the introduction of the status of informatization of administrative examination and approval, it is realized that the construction of general administrative examination and approval system is in urgent need and significant. The second part describes the related technologies of the construction of general administrative examination and approval system. The demand of general administrative examination and approval system is analyzed from the aspects of business, user, function etc. in the third part. The fourth part introduces the system design of general administrative examination and approval system. The fifth part illustrates the realization of general administrative examination and approval with a case on a general administrative and approval system platform in Zhuhai City.
