Telecommunication networks will gradually merge into a future network with the development of the times. Not only various services will be supported by a merged network, multiple technologies will also tend to become harmonious. On the way of merging of future Internet and evolved packet system (EPS), Internet Protocol (IP) will confront the challenge of high reliability in telecommunication level. Flow label, as a field introduced by the next generation Internet protocol IPv6, contains the significant potentiality of providing reliable Quality of Service (QoS) guarantee. Flow identification function is principal for accurate and effective QoS implementation in networks. It is a prerequisite for networks supporting QoS. And it is also necessary to help future network more secure and ordered. Study how to give full play to the characteristics of flow identification in flow label will be a key feature, leading us towards to the door of the future integration of a reliable network.Flow label as a field in IPv6 fix header, is 20 bits long. Currently, it is still in research. As to supporting flow identification function, flow label has incomparable advantage in the filed of flow identification because it is capable to shield the disruption of segment, IP security (IPSec) or extended header. It concerns on identifying and recognizing a single flow in network layer. Although the number of IPv6 users is increasingly growing all over the world, results in research about the application of flow label are hardly found, so that the cognize and development of flow label in relevant fields is lagged. Therefore, global popularization of flow label cannot be ignored, and designing and implementing of the generating and recognizing mechanism of flow label have to be solved.In this paper, current QoS problems in traditional Internet and EPS will be analyzed. Combined with the feature of flow label, two novel solutions have been proposed. In order to support End-to-End QoS service in traditional Internet, some problems must be solved which caused by an environment crossed several heterogeneous domains and troubled current networks. A complicated network environment made it complex to extract the original information from packets and confused QoS implementation. Traditional course methods in recognizing QoS objects do nothing to address this problem. A new flow label based QoS model based on flow label for cross-domain heterogeneous networks fixed the problem by reasonable binding in negotiation and exactly mapping in traffic. Through the simulation of OPNET, it is proved that the new model obviously improved End-to-End QoS. In EPS, there are 3 problems which have hindered its development in QoS:A complex QoS negotiation and authorization process, inefficient QoS implementation process and high consuming in devices resources, and dual Policy and Charging Control (PCC) structures. The new EPS QoS model based on flow label successfully solves those three problems by changing QoS negotiation and implements process, shields the QoS differences between distinguished networks which intend to evolve to EPS.Depended on the two new models above, several elemental flow label system functions such as the generating and recognizing mechanism have been well designed and implemented. This paper introduced the design idea of each function, and gave some pseudo codes and experimental results, can be the reference for future research on flow label.
