With the coming of Mobile-Internet and the promotion of 3G services, the researches on next-generation communications networks are more and more in-depth and diverse. According to the latest trends in 3 GPP, the 4th generation network Evolution Packet System will use all packet network as core, which means that IP will assume a more important mission in the future integration of the Internet and communication network. To maximize the network while providing the best quality of service is the most important feature of operational network to create a management controlled network. EPS network is still in prototype, many areas still not reached perfection. For example, its QoS negotiation mechanism is simple applying from the UMTS network. But it has begun to show inefficiency, narrow range of applications and other issues in the new situation. Integration between different networks will also be the inevitable future, but some of the exclusive factors of EPS QoS structure have hindered the integration process and make the integration difficult, which do not match the development trend.With the wide extension of Internet and the incensement of applications based on Internet, the Internet technology is gradually becoming the foundation of the Next Generation Internet (NGI). Which has become true is that providing various data services on Internet based on IP. The rising applications of voice and multi-media all have demands on transmission qualities. IPv6 Protocol is superior to IPv4 on address management, security and mobility management. These advantages insure IPv6's core position in Next Generation Internet (NGI). The key is flow label. Currently, it is still in research. Flow label has incomparable advantage in the filed of flow identification because it is capable to shield the disruption of segment, IP security (IPSec) or extended header. It concerns on identifying and recognizing a single flow in network layer. Although the number of IPv6 users is increasingly growing all over the world, results in research about the application of flow label are hardly found, so that the cognize and development of flow label in relevant fields is lagged. Therefore, global popularization of flow label cannot be ignored, and designing and implementing of the generating and recognizing mechanism of flow label have to be solved.Based on the analysis on the existing technologies for these problems, the paper proposes a flow label based QoS model in the EPS. As a part of IP header, the public platform in the future network, flow label is very advantageous to be QoS bearer. The flow label generation and maintenance mechanism proposed in the paper allows QoS negotiation more efficient in EPS network, more orderly in the usage of mapping rules, more secure in the transfer process as the QoS bearer, and also more in line with the future network convergence trend.Based on the model, the paper describes the generation and maintenance methods for flow label in a real environment, and the performance simulation of flow label as the bearer of IP QoS heterogeneous network. The detail of the implementation of the Flow Label and the main difficulty are also discussed. Finally, the paper analysis the experimental results in-depth, which can be the reference for future research on how to use the flow label in EPS.
