With the rapid development of mobile communication technology and wide useness of e-commerce technology, people are changing ideas about consumption. The traditional use of bank cards, or the means of payment,of which, people make use to do the online payment through the Internet on PC has been unable to meet the wish of the people who want to shop anywhere, anytime. Electronization and mobilization of the means of payment are inevitable, which makes mobile e-commerce relying on cell phones and other mobile terminals have a significant development. In recent years, with the 3G network development and popularization, the mobile payment markets grow rapidly. Operators and banks have accelerated the pace of expansion of the mobile phone business. Mobile payment can bring more user experience, and even more convenient than online payment. Users can make payments whenever online or offline at any time. Studies have reported that China's mobile payment market scale of mobile phones will reach 1.974 billion yuan in 2009, and the user scale will reach 82.5 million people. By 2010, China's mobile payment market scale of mobile phones will reach 2.825 billion yuan, and mobile payment users will exceed 150 million people. Such a huge scale of mobile phone payment users and market potential will provide a basis of huge users and development space for the development of mobile payment industry.In this paper, setting many mobile payment projects which the writer had attended as the research background, firstly, I analyze the overall level and development situations of the mobile payment. Then for the features of the mobile payment, I also analyze the major business model, means of payment and technical standards of mobile e-commerce. By using the online payment process through a browser on a PC for reference, I optimize the mobile payment business model. At the same time, in order to meet high-reliability, high scalability and high performance requirements of mobile payment system, adopting the WAP technology which is used to access wireless information all over the world as technical standards, using the OSGi framework as the core of the system architecture in the Java platform, according to the development mode of service-oriented architecture (SOA), the paper puts forward a reasonable architecture of WAP-based implementation of mobile payment system. During the design and implementation of the whole system, the writer is mainly responsible for the design and implementation of the access layer sub-system and the part of the middle business layer of the mobile payment system. In the end of the paper, I test and verify the system with a typical mobile payment process for example.
