With the development of postal enterprises, the application of information technology in production has brought a lot of benefits for the enterprise. Information-based construction and scientific and technological progress promotes the upgrading of traditional business, improves the ability and level of the postal service for the community, and supports the rapid development of postal enterprises.Along with the deepening of financial reform and the development of postal insurance agent, the main problems are that the production is not efficient, the security and reliability of the data and funds cannot be guaranteed, and. the enterprise's business and integration and transformation of office software have no legal basis. to solve these problems faced by, Enterprise need a fully functional information system. complete the transaction within the network, access to payment platform for postal savings, and complete the online payment for both cards and passbooks. The system can also be used to provide the real-time printing for insurance receipt and policy and ensured financial security, and progressively achieve background accounting, information management, customer data management, and marketing performance management.This paper takes the design of an insurance agent system as an example to show how to use Unified Modeling Language for module requirements analysis, system analysis and design, and how to complete the programming for business process module of the whole system by.net c#, XML under the.Net development platform. Through the tuxedo call mode, this system takes the access to the payment platform of postal saving and achieve the online payment for both cards and passbooks. The flexible using of design patterns achieves the real-time transactions and data exchanges within several insurance companies by a direct socket connection mode. This design theory not only makes the programming simple, but also meets the requirements of many third-party clients, and is more practical.
