The telephone-wiring resource management system of access network is the important guarantee for operation of the electric communication, and is one of the indivisible parts of the electric communication resource management system. The construction and operation of the telephone-wiring resource management system can influence efficiency and quality of the electric communication operation. With the development of the electric communication network, the scale of access network is becoming larger and its structure is more complex.And what's more, the telephone-wiring business is increasing quickly, which makes the management of the telephone-wiring more difficult. It is found that the previous management manners of telephone-wiring resource are no longer adequate for the current need. They lack good collaboration in the management of the communication data statistics,communication repair and device operating status.And the old management is not formal and streamlined, which would waste data resources, decrease the efficiency and influence other sub-systems of the electric communication operation. The workflow-based full-lifecycle telephone-wiring resource management system of access network is an efficient process-oriented platform of management and maintenance built within the electric communication business operation support system (BOSS).It can coordinate the relationship of the different departments and leader-member relations within the same department. It will realize the process-orientation, automation and normalization of the telephone-wiring resource management, and so will improve business processing efficiency of the telephone-wiring in the access network.This paper firstly analyzes the status of the telephone-wiring resource management of access network, and identifies the problems and their causes.Then I introduce the principle of workflow-based full-lifecycle telephone-wiring management of access network, and also sum up the managed objects and business processing requirements of the telephone-wiring resource. The 3rd chapter of this paper describes the overall design of this system, including the whole design idea and the architecture.And there are two chapters,in which the detailed design of telephone-wiring resource management and telephone-wiring business processing is shown separately. Considering the reality of telephone-wiring resources management, this system chooses the 3-layer C/S+B/S architecture as the logical structure. In this architecture, the B/S concerns the telephone-wiring business pre-processing of which the core design is based on Osworkflow, while the C/S realizes the corresponding post-processing and visualization of telephone-wiring resource management, which involves the concept of full-lifecycle management. Finally, this paper describes the environment of this system's implementation, and shows the test results of this system and related performance analysis.
