With the fast development of economic society, the level of informatization within enterprises is also increasing. Concrete establishment of informatizaton is capable of not only changing business mode, changing operation mode, reducing costs, but also optimizing management, improving the efficiency and effectiveness of communications among employees. Based on the development of the Internet and electronic technologies,the way employees communicate with one another within enterprises is evolving from traditional ways like telephone and fax to new ways like IP phone, E-mails, instant messaging and so on, which are based on the Internet and electronic techonologies. These new tools made enormous contributions to improving work efficiency. However,as enterprises develop and expand, the needs of employees for communications develop also. Current ways like IP phone,E-mails and instant messaging are no longer able to fully satisfying the needs, yet the newly web-based information exchange system provides a novel thinking.Based on the needs of the WH/BI department of IBM CDL CSTL, this thesis proposes and implementes a novel web-based information exchange system. Needs and requirements of communications within the department were researched and analyzed thoroughly before the system is outlined and designed. For the system design part, the three loose coupling layers (data layer, logic layer, interface layer) were considered and adopted to improve the efficiency and effectiveness of system development and implementation later on. For the system implementation part, MySQL database management system was choosen to implement the data layer, while JavaScript Servlet and JSP were used to implement the logical layer, and JSP and HTML were utilized to finish the interface layer. This system has been deployed on Tomcat Web Server and utilized by the WH/BI department of IBM CDL CSTL now to optimize the communications upon local network environments. Via system testing, it proves that the system has implemented all the functional models and logics, and that it could improve dramatically work efficiency.
