Intelligent Transportation System, referred to as ITS, reforms the traditional systems of transport and management system by the use of advanced electronic technology, information technology, communications technology and so on , and then creates a kind of information, intelligence socialization new modern transport system. ITS stresses that the systematic transport equipment, information exchange, interaction as well as extensive services. ITS's ultimate goal is seamless communication between car and road, its highest form and the ultimate destination is the intelligent highway. Smart Highway is built for communications system, monitoring system and other infrastructure, and vehicles in auto-safety testing, publishing related information, as well as the implementation of automated real-time operating platform.As China's sustained economic development, national highway construction has shown the trend of rapid development, while vehicle fleet has also increased dramatically. In this context, research, which can be applied to the smart highway technology on the highway has a positive meaning.Study of this project is aimed at the highway's closeness, by the use of RFID technology, designed to achieve highway vehicles, roads were three exchanges of information exchange, improve highway traffic capacity and service levels and to protect the people travel convenience and security and achieving vehicles'speed control in the full section of highway and intelligent management operations.Based on in-depth study of intelligent transportation at home and abroad, internet of things and RFID technology, the paper used the way that issuing the access cards in the highway entrance, and set up the reader along the highway, to record the real data about each vehicle's driving conditons on the highway (including speed, travel paths, etc.). And get the data about traffic flow information by calculating on data collected, then release the traffic information by high management system.Based on in-depth study of the existing mainstream vehicle's speed checking method, by the RFID technology, the paper proposed a new speed checking method, which could be used on the highway. The paper described the principle of the method in detail, and based on in-depth study of the existing anti-collision algorithm (ALOHA algorithm and binary tree algorithm), propose the packet queuing algorithm, and then get the simulation, error analysis to the algorithm. Compared with existing speed checking methods, it has a full non-stop multi-vehicle's speed checking, high precision, a low undetected rate and provide a platform for the seamlessly link between road and cars.In addition to a preliminary design of hardware, the emphasis is to design and develop the highway management system, the system include highway toll management, highway speed monitoring management and traffic information management and son.
