Aviation accident insurance is a highly targeted business insurance designed for airline passengers. The period of the insurance policy is beginning from the time when insured passenger boards on the flights stated on the policy and gets into the aircraft's cabin door to the end when insured passenger arrives on port and get out of the door. The developments of aviation accident insurance are highly dependent on electronic transmission of information and the timeliness and accuracy of the information storage. As China's insurance industry continued, stable, healthy and rapid development, insurance agencies rapid increase and the competition is intensifying. Correspondingly, the varieties of aviation accident insurance are increasingly rich and detailed, with insurance terms rigorously professional and the calculation mode increasingly complicated. In line with regulatory requirements and responsive to the needs of the market demand, web-based e-commerce distributors of electronic security system is necessary.According to the notice requirements of the CIRC for short-term accident insurance, in this paper a modern information technology was used to establish a platform for public distribution system of the aviation accident insurance. On the basis of this platform the study was concerned about the system development background, development tools and specific design. UML was used in the system design and development process, including its system of each module use case diagram, class diagram, activity diagram, sequence diagram, etc. J2EE technology framework, Web Services and JSP technology were used specifically to achieve the design of a B / S structure programming. By choosing different structures to different functional blocks, the overall system security and efficiency can be effectively ensured.The system has been into the operation and gain success in Yunnan aviation accident insurance market, which also achieves the desired development goals. System development and application reflects that the current aviation accident insurance system should be connected with technology automation, specialization and development of information technology. So that it will be more efficient, more systematic and more scientific in insurance underwriting, claims and other insurance core business for aviation accident insurance. At the same time, a solid foundation was laid for the system to be used across the country.
