The 21 st century is the century of marine, and the marine resources have been developed to strengthen the depletion of land resources. The ocean has become a focus of every country and set about development of the next place. At present, the global ocean development makes China develop, research and make use of the ocean. And this bring a need of high quality ocean information. At the same time, the process of marine information of our country speeds up, and marine information in many aspects of the building have been developed well. China's coastal waters "Digital Ocean" framework for building information infrastructure has also been formally started.Metadata is the data about data. Metadata in the data exchanging, network discovery and sharing of information resources system is very important. It helps users to understand the quality of data and where it's from. It also can judge the credibility of data and scope of application for the user's querying of data. The metadata description of information resources, is mainly to manage and exchange the data.Directory is the collection of information and it provides an effective way for management which is stored as the structure of level. Directory service is a specialized database, which serve a variety of application systems, including LDAP (Lightweight Directory Access Protocol) directory and X.500-based directory. These directories are the directory of common standards. They are not suitable for a specific operating system, application purpose.Base on the characteristics of metadata and directory services, this paper discusses the structure and standards of the ocean metadata and then designs the way of storage based them. In this paper, first of all, I have designed a ocean-based metadata framework for the directory service system. The system is divided into data layers, the conversion layer, the operation layer and the service layer. The data layer will provide ocean meta-database; Conversion layer converts metadata and stores the files (XML format) into the data layer. Operation layer provides operations of nodes; Service layer is formed as the directory service system. This paper provides a transformation rule and this will improve the efficiency of accessing. Finally, we designed a way to improve the method of query. Users can search metadata from the directory faster and get the complete metadata from it.This paper combines the advantages of various technologies and gives several optimization design, and this make the access to the ocean metadata faster and accurate, and thereby promotes the development of ocean informationization.
