Research On Crisis Management And Response Policy Of Libraries In Institutions Of Higher Education In China

Recently, many different kinds of unpredictable and emergency incidents have happened within and outside our country, which caused disastrous influence and harm to the survival and development of human life. Emergency incidents are inevitable. It is of highly practical significance to review the crisis faced by libraries in institutions of higher education and make proactive crisis management policies. Doing so can improve the capability of library management and the ability to deal with unexpected emergencies. The paper introduced the current research focus, basic concept, and brief idea about crisis management of libraries in institutions of higher education, and brought up the definition of crisis management of such libraries. The paper classified the casing factors of the crisis faced by libraries in institutions of higher education into 2 categories:natural factor and human factor according to the nature of the causes. The paper also analyzed the current situation, existing problem, and management weakness of libraries in institutions of higher education, and proposed reacting plan, which is to keep in mind the possibility of crisis, establish executive organs responsible for crisis management, establish systematic crisis management policy, establish alerting system for crisis management, set up preparedness plan of crisis management and pay attention to emergency crisis management and restoration management. Specific emergency preparedness plans for earthquake, hurricane, fire, computer and information system break down, power failure, contagious disease, emergency evacuation, flood and public security issue.
