The Crisis Management Studies On Libraries Of Higher Schools

University library is university's important organic component. It is an assembling place for readers, so that it is likely to be a place which often involves crisis. If the teachers and students of a university do not have a strong consciousness of keeping away from the crisis, or the management and precautionary measures are not taken carefully, it is always tends to arise all kinds of critical incidents. So, we should regard the crisis management of university library as an important aspect of university's current management, and it seems essential and urgent to strengthen the crisis management and study of university library.We could give such a definition on the concept of crisis management of university library: it is for preventing the occurrence of the crisis, dealing with various crisis situation which may happen in university library, lightening the degree of damage and making the gathering and analysis on the resuming information, dissolving the crisis, summarizing the experience and the adjustment on the library management. For achieving these ends of preventing crisis effectively, dealing with and eliminating crisis signs in time, and turning crisis into a turn etc, we should establish a dynamic management procedure which has a series of organized and planned emergency responses. These responses include the establishment of the management organization for crises, framing of prediction scheme, the discernment for the pre-warning of crisis, and the disposal and recovery afterwards. Through the management mechanism mentioned above, we could achieve the management to the crisis of university library effectively. This paper is a preliminary an achievement which bases on author's speculation and research considering the crisis in the management field of the university library. The whole frame of my paper is arranged as follows:In the first chapter of the paper,"introduction", based on the background and meaning of the topic selected, The author has investigated and analyzed the crisis management existing in university library, and has pointed out the shortages on the consciousness in the crisis management of university library. Moreover, on the basis of the investigating and analyzing on the crisis management of the library and its current research situation both at home and abroad, he has compared the domestic crisis management of university library briefly with the ones abroad, and pointed out the necessity on the investigation of the subject. And one of the purposes of this paper is to arouse the recognition from circles of the theory and practicality in library.In the second chapter of the paper,"the crisis management and studies on university library crisis", the author has made a cut-in from the general crisis management, and this made readers have a preliminary comprehension on the definition and principle of crisis management tentatively. Moreover, he has also innovated to extend the concept and principle of the general crisis management to the field of university library, and has proposed the specific concept and principle of crisis management in university library. On this basis, he has pointed out the inevitability of university library crisis, and from the two aspects of the internal and external causes, has made a relatively comprehensive summary on the types of the crisis and the origin analysis which might exist among the library. As for the summary and classification on these crisis types, it may not be a rounded analysis, but it has touched upon the main crisis type which may exist in the university library. Especially, the author has found the phenomenon that few scholars will regard the neglecting on service towards the foreign students and the disabled readers as a kind of crisis. In this chapter, as far as he is concerned, this should be one of the service crises which the universities should face in the future."Corresponding tactics on crisis management of university library"is the third chapter of this paper. In this chapter, after the dissertation on the characteristic and goal of crisis management in university library, the author has put forward to the corresponding tactics prepared for crisis management in the extensive meaning. They are comparatively exhaustive and aim at the university library crisis types. Those tactics include cultivation on the crisis consciousness, the establishment on the system of crisis prevention in advance. And he has briefly presented some problems which should be paid attention to in the follow-up works of crisis management of university library."The constructive and tentative plan on the university library crisis management and prevention platform"is the fourth chapter of this paper. In this chapter, the author has borrowed ideas including the crisis management experience and prediction schemes for the solution which the relevant scholars have used in enterprise, university and government. From the three aspects of the preparatory management, the construction of the pre-warning system, and the training and rehearsal to the crisis precaution, he has tentatively put forward some plain plans on the crisis management of university library, and has attempted to construct a theory platform about the crisis management and precaution of university library.Finally, in"the summary and prospect on the crisis management of university library, the author has summarized the research outcomes and put forward the insufficiencies in his research. There are some operating methods which he need improve in practice, and also the study on management system of the crisis awaits the further step investigation. And this phenomenon is pointed out: as a newly developing research field in domestic academic world and library circle, the crisis management of university library still has its quite a long and hard road towards the consummate state. Having put forward to make the crisis management of university library effectively, we should take the right action on the daily works.The particularity of university library determines its particularity on the aspect of crisis management. Therefore, as one part of the daily routine in the university , the crisis management of university library should arouse our attention and we should do some special researches on it. In 2005, our country has designedly held the national working conference of emergency management, the Premier of the State Department, Wen Jiabao attended the meeting and delivers a speech he points out emphatically that we should establish and improve the public safety management mechanism, monitoring, predicting, pre-warning, and fast reaction system, and we should also improve all types of prediction scheme constantly. During the researches, the author endeavors to make all the possible crisis happened in university library classified and to set down a comparatively exhaustive prediction scheme on prevention, but it belongs to a comparatively professional field after all. So the research is still not a complete one. And with the profound investigation in the crisis management and the establishment of variety of emergency mechanism, the author sincerely hopes that the study on crisis management of university library will bear the abundant fruits.
