Oil spill is one of the most common pollution in sea. The key technique of Oil-Spil Emergency Respose system is the surveillance model of the place and trace of the spilled-oil. This paper introduces GPRS,GPS techniques into the use of spill oil tracing system, and designs spill-oil tracing system based on GPRS,GPS and GIS technique. The paper explains from perspectives:structure of the hardware and realization of the software. Hardware design mainly includes GPRS wireless data transmission module, singlechip system module of the C8051F020 processor and solar power module with MPPT. Software realization mainly consists of the connection of GPRS net controlled by singlechip, receiving and transimitting of GPS positioning information, the program of MPPT arithmetic, and the debug and program of the tracing platform. The spill oil tracing platform is built on the basis of VB6.0 developer tool and mapX5.0; therefore. it can realize wireless communication with the GPRS/Internet using WinSock controller of computer in order to receive GPS data including longitude, latitude and velocity.The paper elaborates the design of the spill oil tracing based on GPRS packet net. The system realizes functions of sending position data through GPRS net and the basic function of the spill oil tracing platform. The tech expounded by this paper provides a cheap, all-day method for department when meeting a spilled-oil emergency.
