Today, Chinese Radio and TV industry is undergoing a profound technological change, structural transition and structure adjustment. This indicates that Chinese Radio and TV industry has entered a new stage of development. At the forefront of the new era, Radio and TV undertakes the more significant social responsibility and historical mission. On the one hand, as the mouthpiece of the Party and the government and an important ideological and cultural front, that the direction of public opinion and development direction are correct or not concerns the general stability situation of reform and development and the nation's life and death. On the other hand, as a main area of the culture industry, Radio and TV industry is becoming the important aspect of the focus and the force direction of the country's emerging industries, new economic growth point and the state change the mode of economic growth.However, due to the requirement of the socialist political system, for a long period, Radio and TV industry was regarded as a purely facility of the ideological superstructure. Its industrial capability had been completely ignored. It makes Radio and TV industry lost the development capacity of independent innovation. Facing the opportunities and challenges, it was at a loss and had seriously hampered its own development. Therefore, to the Radio and TV departments that are under the long-term protection of national policy, how to raise management level by changing management concept and improving management methods, and improve their own competitiveness to meet the fierce market competition has become an urgent task.As the long-term impact of "production concept", all the current management situation of Liaoning provincial Radio & TV transmitting center(short for "transmitting center" below) have the problem of not adapting the times development. For the perspective of long-term development, identifying problems and resolving problems in time will help transmitting center improve and upgrade the existing management level, improve the ability of responding to the changes of market environment to strive for lasting and stable competitive advantage.Therefore, this paper deeply analyses the current organizational structure, transmitting business, technology and equipment, human resources management, finance management, marketing management, organizational culture management situation of transmitting center. And it points out the existing problems and their causes. Finally, the paper brings up the main strategies of improving transmitting center's management. The results of this paper have the important guiding role to the future management of transmitting center and have the important practical meaning to some similar industry sectors of other cities to improve management methods, improve the work performance and change work style strictly.
