Since 1999, the ministry of education has proposed the " educational informatization" to be the main subject of the education development in the document "The plan of Education Vitalization to Face the 21st Century", the whole country has lift an upsurge of developing and constructing the educational information resources. The research has found that, till now, those resources which designed and constructed for the teaching can not satisfy the need of the teachers and students. To some degree, the available and useful resources are still scarce. How to solve the problem of the scarcity of the useful resources in the resource database of the elementary education? This passage will do the research of the possible resources existing in the public network which may be used in the teaching and used by the teachers and students; basing on the classification methods of the website resources form the experts and the current situation that the resources in the public network are rich and are growing rapid.Firstly, based on the review of relevant research, the study explors the teaching value of non-educational website resources from both horizontal and vertical directions, on the horizontal direction, through reviewing a large number of domestic and foreign literature, the study analyses the teaching value of non-educational website resources; on the vertical direction, the study analyses the past and present situation of the application to non-educational website resources. from literature review the study found that is no research results on the teaching value and application of non-educational website resources. Secondly, questionnaire survey and interviews show that, teachers and students access information resources from non-education website consciously or unconsciously and apply in teaching and learning,which shows inefficient access way and the lack of specific applications. Then,the paper induces the teaching of non-educational website resources expresses the meaning value and spiritual value by the way of literature review and logic analysis. Finally, the paper proposes several strategy of how to use the unecucational website resources effectively.
