With the rapid development of information and communication technology, the current educational content, educational methods, educational means is suffering great challenge. As the increasing maturity of the computer multimedia technology, network technology and so on, information resources of mankind achieved high levels of sharing, changing the information exchange model people used to communicate fundamentally, meanwhile, providing in quite favorable conditions on the traditional educational reform and development. Network, with its rich information resources and friendly interactive performance and excellent characteristics more and more people enjoy it. Distance learning through online has become a trend.This article is VB.NET programming languages application programming based on QiaoGuang Radio and TV University teaching and monitoring system ASP.NET technology and SQL SERVER 2000 using in background. This is a collaborative virtual teaching system used for the teachers and students in different time and space, which is for network teaching and complete the corresponding teaching objectives, achieving to interact between teachers and students. The system realizes t he management among students, teachers, learning projects and news and strive for monitoring each student's online learning. Paper begins by demonstrating the technology required for the design of the system environment, abbreviation is network environment profile. Then introduce the concept of distance education and basic networking features, followed by user needs analysis, discuss the overall development objective and the construction principle. The system uses UML model's techniques in the requirements analysis phase. And then a brief introduction of all major modules of the system in the system detailed design stage, given the detailed technical measures and code on some of the more typical functional modules. Meanwhile I have given some testing on parts of the system in the testing phase to ensure that the system error to a minimum. Finally point out the system's deficiencies and vision for the future.
