Emergency information management system is to protect data can be quickly and accurately reported to higher-level units when the emergency event occurs. The higher units can aggregate the date of the lowers'and report again to form a pattern of reported level by level. In addition to higher-level units also can provide effective emergency resource information and send operational instructions to their subordinates. To protect the emergency date, more than 300 tables are designed for emergency system, most of which are contingency tables, each type of tables is divided into lower-level report forms, the level tables, statistical tables. So it is need to support the system by a stable and a powerful database.Oracle database system is one of today's mainstream databases, which is an extremely powerful and flexible relational database. It is widely used at home and abroad. It can support various operating system and hardware platforms. In the emergency information management system using Oracle database is a more satisfactory way. Because of security problems, it will affect the accuracy of the data in the Oracle, resulting in a database in which data destruction and loss. Therefore, the development of comprehensive database security policy is very important. Oracle database backup and recovery is a basic measure and also is the most effective protection measures.The article started from the beginning describes the basic concepts of backup and recovery and expound principles that backup and recovery should be followed, and it analysis the strategy of Oracle backup and recovery. In the following chapters, information management system features and functions are briefly described, and it introduces the requirement of the backup and recovery tool of the emergency information management system. At last the design plan of the backup and recovery tool is given, from the design principles to the design ideas have carried out a brief elaboration. According to the preceding analysis, this paper presents the design of specific coding and introduces the main functions of the tool. It is proved that the study of this subject is very important to improving the security of the emergency information management system or deepening the use of the system.
