With the ever increasing competition within telecommunication industry, the telecommunication market is becoming saturated, and the risk of arrear is maintaining on high end. The only measure, on the side of operation providers, is to decrease the off-grid of pre-paid and post-paid customers,so that the ARPU values for all customer type can be increased, and the risk of arrear can be reduced.In face of the fierce competition, the only way out to stand in a winning position for China Unicom, is to establish operations on a fast mode, decrease capital spending to the minimum level, cut down on maintenance cost, and lessen arrear risk.In such a competitive environment, China Unicom proposed the "Four Unities" Business Support System strategy, sped up the construction of support system on an overall level,and started up the construction of 7 Online Charging System pilot projects nation wide in 2009.As a team member of JiangSu Unicom Online Charging System Project, the author participated in the whole process of the construction of JiangSu Unicom Online Charging System Project.The paper describes the technical framework of Online Charging System and its relationship with exterior systems, together with the construction blueprint of JiangSu Unicom Online Charging System Project.The blueprint is based on various feasibility analysis, and is been implemented, and achieved the prospective construction targets of group company and provincial company.
