Research On The Framework Of Policy And Charging Control In LTE System

In LTE times, data service from Internet is booming, wireless telecommunication systems willjust play the role of channel. Telecommunication operator’s mobile data service becomesinexpensive. Policy and Charging Control system aims at providing different, intelligent services forusers, realizing policy and charging control abundantly, dynamically and flexibly.First, this thesis introduces the evolution and the development tendency of the PCC system，alsoincluding its key network elements and interface reference points, which on the base of theDiameter AVP. Diameter protocol and Diameter AVP has been focused in the thesis. As end to endQoS control is the key in LTE system, QoS control and mapping in PCC system has beenemphasized in the thesis.The basic function of PCC system has been realized by simulating. The simulative functionsinclude the establishment, modification, binding and termination of the IP-CAN session among thenetwork elements of PCRF, PCEF, SPR and AF. It also simulates the QoS control, policy controland policy enforcement, PCC rule‘s activation, modification and remove and so on. The simulationresults show that the function of the simulated PCC system is right basically. Different users,different services and different scenes trigger different PCC policies and different PCC rules onPCRF, and then the PCEF performs different PCC rules to achieve the different, intelligent,dynamical services of the PCC system.
