In order to achieve policy control,3GPP R6 version proposed two different systems for policy control and flow based charging. They have a lot of similar functions from the specific process point of view, so it may bring low control efficiency and poor user experience if they deploy respectively. Therefore,3GPP merged policy control system and flow based charging system into PCC architecture in R7 version. In R8 version, 3GPP improved PCC function to support roaming scenarios. Under the present circumstances, the standard of PCC tends to be perfect, but It's hard to verify the function of PCC because of the lack of the testbed. Therefore, the research and impletationof PCC based on 3GPP R8 is important.The main work is to design and accomplish PCC of R8 version in this paper, at the same time, verification of the performance of the testbed is also important. First, this paper introduces IMS architecture, technical features, using protocols, and then gives an outline of the evolution of PCC; Secondly, this paper designs and accomplishes PCC of R8 version based on the UCT PCF, i.e. improves the PCRF function, adds BBERF entity and corresponding session process; Finally, this paper verifies the performance of the testbed and gieve the test summary.
