Nowadays, with the vigorously development of the Modern Services Industry (MSI), network convergence has become an inevitable trend. The coexistence of multiple access methods and various forms of terminals, as well as the seamlessly handoff across terminals between the modern service industry applications, are not only the vision of the future. Designing a practical solution for heterogeneous network is urgent and necessary. "Modern Service Industry Common Basic Technology Research", is the sub-topic of "The Common Technical Support System and Application Demonstration Project for Modern Service Industry", which is the major project of the "Eleventh Five-Year" plan supported by National Science and Technology Department. This project aims at collecting the common characteristics of the service requirements from the upper layer, based on which to provide the converged communications platform with intelligent handoff function and to research its key technologies.In order to research the intelligence handover technology across the networks and terminals, mobility management technologies is essential. Through the network selection strategy, it could develop the switching criteria, to ensure service continuity and terminal switching during the users'mobility process.This paper gives a comprehensive, in-depth analysis and exploration on the existing mobility management and network selection mechanisms, and conducts thorough extraction and abstraction of the specific needs of the modern service industry. And this paper proposes a communication network adaptation layer system and a converged communications service platform, to enable meeting the function requirements of the novel network selection mechanism better.In this paper, the heterogeneous network selection mechanism is designed into four parts, the user registration associated with terminals module, network/ terminal coordinated selection module, user-aware modules, and network/ terminal intelligent handoff module. This paper proposes a user-centric personal mobility management mechanism, in which the terminals are associated with the users and the users are considered as the object and the endpoint of the communication service; this paper achieves user-aware function, by setting the user preferences case to meet the different needs of users, besides the machine learning functions puts the user's preferences into memory; the article also designs the network/terminal coordinated selection, to provide users with the right to select high-end, and simultaneously considers the adaptation of the network capacities and terminal performances, in order to meet business needs of modern service industry applications.This paper presents an improved network/terminal coordinated selection algorithm, in which the introduction of user-aware functionality, the setting of user preferences, and the introduction of entropy method, all determines the weight of indicators from the subjective and objective, then analyze the strengths and weaknesses of the networks; the paper provides a novel terminal selection algorithm according the new mechanism, and sets the terminal database to select the optimal terminal. And finally the paper conducts the simulation and proves the advanced nature and superiority of the algorithm.In this paper, the adaptation system proposed and the novel heterogeneous network/terminal coordinated selection mechanism presents an effective solution to the unification of the heterogeneous networks and multi-terminals for the modern service industry requirements with multi-access, multi-terminal, and the high-dependent to networks.
