This paper mainly deals with the network construction program of TD-SCDMA by Jiaozuo Mobile Company. Besides, in order to improve the work efficiency, it launches some innovative attempt in work practice and gains some useful creative achievements.The purpose of the paper is to analyze and retrospect the construction process of the first TD program, and to organize, construct and study TD network. It is also aimed at analyzing the planning and constructing process of the TD wireless networks and transmission networks as well as their details. The key point of the paper is to study the features and difficulties of TD network construction and to compare the construction of TD network and 2G network.. Moreover, to lay foundation for the TD network, it puts emphasis on reorganizing and summarizing the ideas and experience in TD network construction, and on studying the application of project management to the TD network construction.The paper summarizes the TD network construction by Jiaozuo Mobile Company, analyzes the features and ideas of the TD network organization, and systematically studies the constructing and managing features of the network. It also researches the combination of TD network and 2G network and the characteristics of indoor distribution construction of TD. The creative achievements of the paper include: the revision and perfection in the constructing process of TD network; the assurance of TD's ordered construction and its quality and schedule; the specification of TD's management and engineering standard; the promotion of the program's quality and efficiency; and solving the difficulties in web-coordination of TD-SCDMA base station by brainstorm.
