At present, society has entered the information age. Generally government agencies are using a public network to communicate by phone, special network telephone, fixed telephone and Internet telephone, and so on. Now, the problem of how to efficiently use communication resources is urgent.This paper studies an integrated communications platform for rapid anti-dispatching system integrates voice, messaging platforms, MMS platform functional blocks. The application of advanced soft-switching and VOIP technology development platform for voice scheduling all-digital periphery of the PCM and IP communications interface, an integrated digital communication services to achieve all the requirements, set PCM voice, VOIP processing, data communication dispatch as a whole. Rapid-response communications integrated platform is based on the Softswitch. It enables mobile phone, fixed telephone, Internet telephony undifferentiated access to the platform, so it solves the problem of communication between different networks and achieves a non-discriminatory access to the terminal.The principle of combining peacetime footing with wartime footing is the guiding ideology of the design. Rapid-response communications integrated platform includes routine office and a state of emergency two kinds of usage patterns. Platform integrates voice dispatch system, SMS platform, MMS platform. Many functions can be implemented on this platform, for example, conference calls, SMS group sending, data collection, emergency dispatch. This platform supports integrated rapid reaction protocol conversion, which enables the SMS, MMS, e-mail, mobile phones, fixed telephone unified management, flexible interoperability, users can easily communicate in the way in the above-mentioned freedom of choice under the circumstances to achieve conversion.
