Softswitch techniques will be the highlight of all voice-settlement techniques in the next generation network (NGN). All the operating corporations are active in experiments and equipment suppliers supply new appliances in succession. China keeps up with the world in research of Soft-switch techniques ,but there are still many indexes need validated and perfected in application. Therefore, there are many global telecom operators to start soft fixed exchange experiments and commercial deployment in China, China Telecom, China Mobile, China Netcom, China Unicom, China Satcom and China Railcom are already beginning to fixed Softswitch business, even though their application in different scale, but it marks the Softswitch technology has come out of laboratories, start entering a new period of development.This paper is based on a specified research project which is carried out by Sichuan Unicom. The author play the role as principal in this project which combine experiment with research the aim of this project is to set up the base for future Soft-switch network construction which is prepared by Sichuan Unicom. This article analyze the character of NGN, compare the PSTN with Soft-commute network, and provide the key settlement for Softswitch network used in PSTN before. This paper also analyze the technique standardization of protocols of Softswitch. Experiment test-model of Soft-switch is set up and relevant researches are carried out in this thesis .the blueprint to solve the Soft-switch structure of Sichuan Unicom is also brought up and the frame of core voice network is designed. The paper still discuss the problem of safety of Soft-switch network.
