With the growing popularity and diversification of Intelligent Network (IN) service, the size of the network continues to expand, and the complexity of the network continues to increase. It has made the maintenance work of IN a great deal of difficulties. For the purpose of reducing the costs and risks of maintenance and enhancing the quality of work, this paper has presented a new operation and maintance system. This system brings about an intelligent way to the IN management and provides a unified aceess platform for the maintainers to maintain the whole network, such as running checking about the software and hardware condition of the equiments, upgrading the system, managing the network element agents, and so on. The system also has good scalability so that it not only can be compatible with the existing operation and maintenance functions, but also can quickly develop and support new features.The first part of this paper has introduced the concept of Mobile Intelligent Network and leads the Intelligent Network Management target, as well as its presence in the functional entities. It summarized the Intelligent Network Management System (INMS) five domains:topology management, configuration management, performance management, alarm management, operation and maintenance management. By analyzing the problems of efficiency, quality, safety and cost about checking operation, service upgrade and data processing, this paper brings about the new operation and maintance system- Operation and Maintance System based on Common Network Element Agent (CNE-OMS for short). The second part of this paper gives an overview about the CNE-OMS. At first, it proposes the functional requirements and brings about the design principle of CNE-OMS. And then it proposes the overall structure and the deployment of CNE-OMS. This system is divided into three parts: Agent Subsystem (CNE-AN for short), Control Center Subsystem (CNE-CC for short), Access Subsystem (CNE-ACS for short). CNE-AN, which is installed on every host in IN, is used for collecting various hardware and software configuration and running data. CNE-CC is responsible for the realization of the functional logics of the whole system. CNE-ACS encapsulates the complexity of CNE-OMS by providing a friendly environment to the users. As the design and implementation of the access subsystem is my research orientation, the key technology has been introduced at the end of this part, such as Stuts2, SSL, AJAX, Web Service, Spring Security, and so on.The third part of this paper gives the detailed design of CNE-ACS by providing the key design and implementation of the primary modules. As the interface of the CNE-OMS, if CNE-ACS is poorly designed, it would make the network management become terrifically trivial, which affects the quantity and efficiency of the maintainance work directly. CNE-ACS is divided into three parts:Interface Layer, Service Layer and Data Layer. The Interface Layer takes the job of managing the access models; through its design we can know how it open the interface to the users and how it responses to the requests. Service Layer is responsible for managing the service logics; through its design we can know how CNE-ACS achives the targets of security management, what services the system provides. Data Layer is the source of the data; thought its design we can know how CNE-ACS communicates with external systems, such as CNE-CC and database.The last part of this paper describes the following work of CNE-OMS. It also points out the dierection of optimization about CNE-ACS and prospects its future.
