With the development of Information and Communication Technology (abbreviated"ICT"),there is no consensus definition, but its main meaning is gaining,storing and passing the information and standardizing the technology. Through the analysis on the policy of using ICT in early childhood education in foreign countries, it is useful to raise the awareness of the importance and urgency of the scientific and normative ICT policy. Drawing from their experience and fruits in the construction of ICT policies in early childhood education (abbreviated"ECE"), promote the informationization of the early childhood education in China.First of all,the dissertation summarizes the literatures at home and abroad on the theme of "using ICT in early childhood education",then assesses their characteristics and interprets its enlightenment for this study. Based on this work, this thesis will introduce and analyze the policies of using ICT in early childhood education in UK and New Zealand respectively, trying to provide relevant references for ECE in China.Literature study and comparative analysis were adopted to study the introduction and analysis of their policies of using ICT in ECE.What's more, other approaches have been applied on this research, such as academic review, original documents and materials on the internet.This thesis introduces and analyzes the policies of using ICT in ECE in UK and New Zealand in detail, including their brief history of making policies, its ideas, teachers'ICT training and ICT safety etc.The results show both of two countries regard the construction of ICT policies in ECE as a national strategy with forward-looking attitude.Both of their governments and ministry of education have recognized the importance of using ICT in ECE.In several years, they did extensive researches in depth, then issued some related polices which are appropriate for their national ECE services.As for the content of the policy, both of them have broaden the definition of using ICT in ECE, not limited to computer, but referred to use, control ICT tools for children playing and learning and so on. In addition, these polices have made its goal clear and sound system of teacher ICT training which help them use ICT confidently and sufficiently.At last, it points out the current status of the use of ICT in Chinese ECE services and proposes some suggestion, which hopes to provide some enlightenment for our countries and push forward the use of ICT in ECE. In the end, there are some limitations in this study.
